Added in Unicode 6.0, the eyes emoji shows two eyes glancing to one side. That sideways glance is the whole meaning: it is not watching neutrally, it is watching with interest, suspicion or anticipation.

It is the standard Discord reaction to something intriguing posted without explanation, and the standard response to drama unfolding in a channel. The implication is always that the poster is paying close attention and possibly enjoying it.

Direction and vendor variation

Most vendors draw the eyes glancing left, but the degree varies, and a few have drawn them looking almost forward. Apple's version is the most stylised and is what most people picture.

Because the meaning depends entirely on the glance rather than the eyes themselves, this is one emoji where a vendor's rendering can genuinely weaken it - a forward-facing pair reads as plain watching rather than as interest.

In server configuration

Moderation teams use it as an informal 'seen, looking into this' marker on report channels, which is why it appears in so many ticket-bot workflows.

It is also the conventional reaction on teaser posts, and some servers wire it to a notification role so interested members can be pinged when the full announcement lands.

A pair, not two singles

This is one character depicting two eyes, not two copies of an eye emoji. The single Eye at U+1F441 exists separately and reads very differently - more surveillance than interest.

The single eye also requires a variation selector for colour, which the pair does not.

Designed for a specific glance

The carrier-set original showed both eyes looking sideways, and that direction is the entire meaning - a forward-looking pair would read as simple observation.

Vendors have mostly preserved the glance, though the degree varies enough that some renderings are noticeably less loaded than others.

The single Eye emoji was encoded separately and reads quite differently, closer to surveillance than to interest, which is why substituting it changes the message.
